The JLUS for the Hampton Roads region was initiated in 2004 as part of the Department of Defense (DoD) nationwide JLUS program. It addresses land use compatibility issues among three jurisdictions – the cities of Virginia Beach, Chesapeake, and Norfolk – surrounding the three Navy airfields in the region.
